It would have no trouble fitting on a DVD-9. Microsoft's console is specifically designed to cater to developers using PS (procedural synthesis) techniques which allows for incredibly robust compression for the game data. You can fit WAY more data in 9GB on a 360 DVD than you ever could on a 9GB chunk of a BR disc for PS3.
